Short answer
Replace or upgrade a panel when it is damaged, overheating, unable to take the circuits you need, or fitted with protection that an electrician says is no longer suitable. Age by itself is not the test. Permits and inspections are set locally.

What the panel does
The electrical panel is where the supply is split into circuits and where each circuit is protected. A breaker that trips, a space that is full, or equipment that is hot or scorched all point back to this equipment, but they do not all mean the whole panel has to be replaced.
Reasons an electrician may recommend an upgrade
- Burn marks, a smell of overheating, buzzing, or a breaker that is warm.
- No spare ways, or double-tapped breakers, when you need another circuit.
- A panel that cannot support a planned load, such as a range, heat pump or EV charger, without a calculated upgrade.
- Equipment the electrician identifies as damaged, recalled, or no longer suitable to extend.
- A home inspector, insurer or local inspector who has asked for the panel to be assessed. Their request is a reason to get a qualified opinion, not a quote you have to accept from the first contractor.
What is not, by itself, a reason
A panel installed decades ago is not automatically due for replacement. Many older panels remain serviceable. The decision belongs with a qualified electrician who has looked at the equipment, the load and the work you want done. Do not accept a replacement based only on the age of the house.
Permits
Many cities and counties require a permit and an inspection for a panel change. There is no single national rule that covers every address. Ask the electrician who pulls the permit, which authority inspects it, and what is included in the price.
Safety
Do not remove the panel cover. If you see sparks, smoke or fire, leave and call 911. Leave a breaker off if it trips immediately or the enclosure is hot.
Describe the symptoms and any planned new equipment on the electrical panel upgrade page. You agree the scope and the price with the contractor. This site does not quote panel work.

Questions
Does a full panel always need replacing if one breaker fails?
No. A single breaker can sometimes be replaced. The electrician checks whether the panel and the bus can take that repair.
Will an EV charger always need a new panel?
Not always. It depends on the capacity of the service and the other loads. That is a calculation, not a guess from the age of the house.
